Are the Philippines' richest also top income taxpayers?

Only 25 out of the 40 richest Filipinos are in the Bureau of Internal Revenue's list of top individual income taxpayers for 2012.
 
 
Among those missing from the BIR's list are:


  • Eduardo "Danding" Cojuangco Jr. - $1.4 billion net worth according to Forbes (10th on Forbes' list);
  • Ayala Corp.'s Iñigo and Mercedes Zobel - $1.15 billion (14th);
  • Filinvest's Andrew Gotianun - $825 million (17th);
  • Vista Land founder Manuel Villar $720 million (18th);
  • RCBC's Alfonso Yuchengco and family - $570 million (21st)
  • Unilab's Mariano Tan Jr. - $420 million (22nd)
  • Aboitiz group's Enrique Aboitiz - $400 million (23rd)
  • GMA Network's Menardo Jimenez - $265 million (27th)
  • Atlas Mining's Alfredo Ramos and family - $250 million (30th)
  • BDO's Juliette Romualdez - $200 million (35)
  • Rustans' Bienvenido Tantoco and family $195 million (36)
  • Rebisco's Jacinto Ng Sr - $190 million (37th)
  • Alsons' Tomas Alcantara and family $160 million (38th)
  • Megawide's Michael Cosiquien - $150 million (39th)
  • Mang Inasal founder Edgar Sia - $140 million (40th)


The BIR said mall tycoon Henry Sy and his family paid a combined P93.75 billion in income taxes in 2012.
 
Henry Sy Sr., the Philippines' richest man according to Forbes magazine, ranked 74th in the BIR's list of top taxpayers, paying P16.4 million in taxes. He was even outranked by son Henry Sy, Jr. who ranked 73 with P16.46 million in taxes.
 
Mercury Drug's Vivian Que Azcona and family was the BIR's top individual taxpayer for 2012 with P131.43 million in taxes. Forbes ranked Que Azcona as the 20th richest in the country with a net worth of $690 million.
