The government’s response to legitimate claims on exhaustible resources reflects its priorities and values. In recognition of the right of each individual to have a voice in shaping social policies as well in the determination of political affairs, the government based the 2013 Empowerment Budget on the results of consultations with the people who stand to be affected by it.

The biggest portion of the National Budget still goes to the social services sector. These include education, health care, housing and other services provided by the government to raise the quality of life of the poor and the marginalized.
